Among these tasks, assessment validation is particularly challenging. While we've discussed validation in several articles, a review of the basics is necessary. The Australian Skills Quality Authority describes assessment validation as quality assurance of the assessment procedure.

Primarily, assessment validation is about identifying which parts of an RTO’s evaluation process are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting. According to Clause 1.8 of the Standards for RTOs 2015, RTOs must ensure their assessment systems, including RPL, adhere to the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

The standards mandate two forms of validation. The initial type of assessment review guarantees adherence to the requirements of the training package within your organisation's scope. The subsequent validation ensures that assessments adhere to the Principles of Assessment and rules of evidence. This indicates that validation is performed in both pre- and post-assessment stages. The aim of assessment tool validation is to verify that all aspects, performance standards, and evidence of performance and knowledge are covered by your assessment tools. Therefore, whenever you purchase new educational resources, you must conduct validation of assessment tools before students use them. There's no need to wait for your next five-year validation cycle. Review new tools right away to confirm they are appropriate for students.

Nevertheless, this isn't the only occasion to do this type of validation. Perform validation of assessment tools also when you:

- Upgrade your resources
- Integrate new training products on scope
- Assess your course with training product updates
- Recognise your learning resources as a risk during your risk assessment

The Australian Skills Quality Authority employs a risk-based approach for regulating RTOs and expects regular risk assessments. Therefore, student complaints about learning resources are an ideal time to conduct assessment tool validation.

- Assessor Guide/Marking Guide: Also check if guidelines for assessors are sufficient and if clear standards for each assessment task are provided. Clear criteria are crucial for reliable evaluation results.
- Additional Resources: These may include evaluation checklists, registers, and templates created separately from the learner workbook and evaluation guide. Validate these to ensure they suit the evaluation task and address unit requirements.

Assessment Validation Panel

Regulation 1.11 specifies the requirements for validation panel members. It states validation can be performed by one or more people. However, RTOs usually mandate all trainers and assessors to participate, sometimes including sector experts.

Collectively, your panel must have:

- Workplace Competencies and Current Industry Skills relevant to the unit being validated.
- Current Knowledge and Skills in check it out Vocational Teaching and Learning.
- Either of the following certifications for training and assessment:
- TAE40116 Certificate IV in Training and Assessment or its successor.

Principles of Assessment

Important Factors in Assessment Validation

Pay attention to the verbs in the unit specifications and ensure they are addressed by the assessment task. For example, in the unit CHCECE032 Baby and Toddler Care, one required performance evidence asks students to:

- Perform diaper changes
- Feed babies with bottles and clean equipment
- Prepare and give solid food to babies
- React suitably to baby signals and cues
- Prepare and settle babies for sleep
- Supervise and support age-appropriate physical activities and motor development

Frequent Errors

Having students describe the nappy-changing process for babies under 12 months old doesn’t directly meet the unit requirement. Unless the unit specification is meant to evaluate underlying knowledge (i.e., evidence of knowledge), students should be doing the tasks.

Mind the Plurals!

Pay attention to the numbers. In our example, one of the unit requirements of CHCECE032 calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby is not sufficient.

All or Nothing Competence

Pay attention to itemized requirements. As mentioned earlier, if students only complete half the tasks, it’s not compliant. Each assessment task must meet all specifications, or the student is incompetent, and the evaluation tool is not compliant.

Provide Specific Details

Each assessment task must have clear and specific reference answers to guide the assessor’s evaluation on the student’s competence. Therefore, it’s crucial that your directions do not mislead students or assessors.

Double-Barrelled Questions: Avoid Them

Steering clear of double-barrelled questions makes it easier for students to respond and for trainers to accurately judge student competence.

Audit Guarantees

Considering these requirements, you might wonder, “Do resource developers offer guarantees for audits?” However, with these guarantees, you must wait for an audit before they assist with noncompliance. This impacts your compliance record, so it's better to take a safe and compliant approach.

By following these recommendations and understanding the assessment principles and rules of evidence, you can ensure that your evaluation tools are reliable with the standards established by ASQA and the SRTOs 2015.
